community and therefore I should think we might consider the possibility of getting someone from this country. We might approach the English and Scottish Co-operative Wholesale Societies as I think we did in the case of Tanganyika when two Assistant Registrars were required. The number of the file was, I think, 27355. It is not clear whether the intention is to pay for this appointment from C.D. & W. Funds or from the Island's revenue. this appointment appears to be not a permanent one and as the candidate will probably be offered more than his successor will eventually get, I should have thought that this post is eminently suitable for a C.D. & W. grant.

I am sorry to have held this up. It reached me from C.D. Dover House a week ago but before sending it on to you I thought I should try and find out more about the staff of the Development Secretariat in Hong Kong, in particular :-
On
(a) existing junior staff Co-operation over whom the new Registrar would be appointed; and
(b) the relationship between the Registrar and
the Director of Fisheries.
Mr. Herklots is, no doubt, clear in his own mind, but the despatch at opposite, assumes a knowledge of Hong Kong affairs which I, for one, certainly do not possess.
1. Junior Staff
The two assistantsreferred to in the despatch are:
1. Mr. Wu. (See 2(a)) He is a member of the Fisheries Department and is still studying Co-operation in Scandinavia.
2. Mr. C. T. Large. (54926A/89 CR.). Clerk Grade 3. Senior Clerical and Accounting Staff. He is the Assistant Co-operative Officer on the staff of the Secretary for Development, referred to in paragraph 3.
Mr. Large is 25, and his history, such as we know it, is mainly at Flag A in his P.F. attached below. You may possibly have met him last year before he began his training. Apart from a few months of this plus 6 months experience on this job in
Hong Kong, together with his personal qualifications referred to at Flag A, he hardly looks capable of taking over as Registrar within the one or two years suggested for the first appointee by the despatch.
As for Mr. Wu ? the more likely line of promotion for him is to take the post of Director of Fisheries.
